Over the past two years, home prices have grown around 5 percent “without any signs of slowing,” said David Blitzer, managing director of S P Down Jones Indices.

As pricing continues to grow, however, the number of homes trading hands is down as buyers express concerns over affordability.

One in four Manhattan resi leases included concessions in Nov. Median net-effective rents in both boroughs remain high: report

Amid stagnant rents and a steady stream of new development, landlords are stepping up concessions as a way to fill apartments in Manhattan and Brooklyn.

Just over 25 percent of all Manhattan leases signed in November had some type of landlord concession, reaching a high of a least six years. By comparison, more than 13 percent of leases 上海同城对对碰交友社区 上海夜网论坛signed during the same period last year had concessions, according to the monthly rental report from Douglas Elliman.

In Brooklyn, 15 percent of leases signed last month had concessions, up from 7 percent year-over-year.

Median net-effective rents in both boroughs stayed flat, though they remain high. In Manhattan, taking concessions into account, median rent fell 1.6 percent year-over year to $3,264. Brooklyn’s median rent, including concessions, fell 2.1 percent year-over-year to $2,738. The luxury rental market in the borough, which is the top 10 percent of the market, fell 16 percent compared to November last year. In Manhattan the luxury rental market has remained steady. Brooklyn’s listing inventory rose 29 percent compared to this time last year to 2,606. In Manhattan it went up by 24 percent, to 7,283.

While concessions are increasingly widespread in Manhattan, the actual amount of the concessions is not rising.

In northwest Queens, the median rent in November was $2,555, a year-over-year fall of 6 percent. Miller said the Queens rental market has been “choppy” throughout 2016.

A separate monthly rental report from Citi Habitats found landlords’ heavy reliance on concessions is not lowering the vacancy rate.

Tenants at an affordable housing complex in the Bronx are angry, scared and upset about homeless people who have moved into their building.

Residents of 1802 Crotona Avenue in the South Bronx say that the developer of their building, the Stagg Group, moved homeless families into 44 of the 55 units months after they signed their leases, and their building has since been suffering from panhandling, threats and fights, according to the New York Post.

Security needs to frisk all visitors and tenants, who say the situation gets particularly bad when shelter staffers leave the building over the weekends. Residents also said they were originally told the building would only be used as a shelter for a few months and feel like they have been scammed.

Stagg and other landlords can get up to $3,000 per month per unit in city subsidies to house上海同城对对碰交友社区 上海夜网论坛 the homeless, which is much more than what other tenants would pay in rent.

Stagg is among the most active developers in the Bronx, and drew controversy earlier this month when it decided to change a luxury housing building planned for 5731 Broadway in Kingsbridge into a homel爱上海 爱上海同城手机版ess shelter. The local community board then asked the Department of Investigation to probe the Stagg Group for misrepresentation.

UPDATED, 11:28 a.m., Nov. 2: The Moinian Group has landed a construction loan of $104 million for the mixed-use building it is planning in Hell’s Kitchen.

The loan for the 13-story, 165-unit building at 572 11th Avenue came from the New York State Housing Finance Agency and Bank of China. Moinian will make 46 of the units affordable, and the terms of the loan require the company to substantially finish construction by January 2020, according to documents filed with the Tel Aviv Stock Exchange.

The Bank of China will make the loan from HFA bond proceeds and carry an interest rate of 2.24 percent, and the loan will last for 30 months with two options to extend for an additional year, documents show. Greystone Bassuk served as debt advisor on the deal.

Joseph Moinian’s company bought the property in 2004 for $5.9 million and filed plans with the city for the mixed-use project in 2015. The building would span about 125,000 square feet, and expected amenities include retail on the groun上海贵族宝贝 上海千花网龙凤论坛d floor, a gym on the second floor and a rooftop with two private terraces.

The Moinian Group did not immediately respond to a request for comment.
